A solar eclipse happens during a new moon, when the moon is between Earth and Sun and the moon blocks out the Sun and a lunar eclipse happens during the full moon when the Earth is between the Moon and Sun and the Earth's shadow crosses the moon.

picture the sun on the left and the moon in the middle and the earth behind the moon to the right. the sun sheds its light on the moon, which makes one half of the moon(facing the sun) turn bright and the other side(facing earth) turns dark.
which means the moon could be on either phase to be part of a solar eclipse.

Since a solar eclipse is caused by the Moon getting between the Earth and the Sun, it can only occur at New (No) Moon when only the smallest amount of sunlight (or none) is reflected by the Moon to the Earth.

What we commonly call a solar eclipse can occur only at the time of the new moon. In order for the solar eclipse to occur, one of the nodes of the lunar orbit must be aligned with the sun at the time of new moon; hence, a solar eclipse doesn't occur at every new moon. Solar eclipse can only happen at new moon.

New Phase, Since the new moon is caused by seeing the moons shadow completely due to it being somewhat between us and the sun. Where as a Full Moon is when we are between the moon and the earth, this gives you a lunar eclipse.

Think about it. If the Moon appears in front of the Sun, the Moon must be between the Earth and Sun. Therefore, the side of the Moon we can see is entirely in shadow (and we are in its shadow). This corresponds to the 'new moon' phase.
