I live in chicago, when and where can the pegasus constellation best be viewed and where do i look. Thanks.

At the present calendar time Pegasus can be viewed in the West at Sunset and will quickly disappear below the horizon. The back legs and M31 (Andromeda) will pass West to East (being North of Polaris) along the North horizon and briefly pass below the horizon from Midnight to 4:00 AM.
For a beginner Pegasus is hard to spot because it is so large (or it was for me). It is the largest constellation so being used to smaller constellations the stars are set very far apart. Once you recognize the large square it is easy to spot. If there are astronomical groups in your area visit them and have someone point Pegasus out...along with the rest of the skies delights!

Best time this month to see Pegasus is as soon as it gets dark. But the stars of Pegasus are not so bright and Chicago has very bad light pollution, so I would be surprised if you can even see it at all from the city.

In the evening? Late summer/early fall. It is the big square next to Andromeda.
